+ MANCHESTER ALERT - DON'T BE A GUINEA PIG +
The Home Secretary's summer re-launch of ID cards targeted Manchester as
a "beacon area" for the roll-out of the first cards. Having backed down
from a fight with airport workers and pilots threatening industrial
action over compulsory ID registration, the Home Office is now trying to
solicit volunteers.
Of course, people don't always read the small print - so we need to
ensure that any 'volunteers' realise that registering for a card means
being tagged and tracked for the rest of their lives. And paying for the
privilege of being Whitehall's guinea pigs.
The fewer that sign up, the easier it should be to scrap the whole scheme.
NO2ID is launching a rolling campaign to alert and inform the people of
Manchester and - as the National Identity Scheme's net widens - the
North West, starting with a day of action on Saturday 10th October.
NO2ID groups and supporters from around the UK will be heading to
selected locations in Greater Manchester to hold street stalls, leaflet
and spread the word.
The following Saturday, 17th October, we shall be running more street
stalls in central Manchester and holding a public meeting at the Friends
Meeting House in Mount Street. Further activities and events will be
announced in due course.

*Many people tell us they would like to tackle that minority of friends.
neighbours and work colleagues who still think that 'ID cards' are a
pretty good idea, but need a little help feeling confident of their
ground to do so. NO2ID has plenty of stock of our 24 page practical

What just happened?
*+ CRB checks and yet more ID scheme coercion +
*Information obtained by The Register website under the Freedom of
Information (FOI) Act reveals that the Criminal Records Bureau (CRB)
could soon ask people to provide fingerprint data to get a job under new
systems being developed. The plans follow a large increase in errors in
CRB checks in March 2008 - from around 70 per month to more than 800 in
one month. The FOI response states: "To improve the identification
process carried out by employers the CRB will research how biometric
identification can be incorporated into the Disclosure process and will
also work with the police service to improve the quality of data held
and its availability". The CRB is also considering the use of ID card
data. The Home Office has previously said ID cards will help speed up
the CRB process, which has been regularly criticised by employers as too
slow. In 2007 the UK Identity and Passport Service (UKIPS) and the CRB
trialled a "joint venture" where CRB processes were linked to ID Cards.

*+ Manchester: Lord Brett takes part in ID web chat +
*On 27th August Lord Brett, the minister responsible for the ID scheme
trial in the north west, visited the Manchester Evening News to answer
questions in an online "chat". Brett was keen to point out that the
Manchester trial was not a trial when he said: "This is the first stage
of a roll-out across the whole of the UK of ID cards. It will move from
Manchester to the North West and beyond". Brett blurred the truth when
he stated: "There are currently some 80 million records held on the
Passport Register. These will become part of the National Identity
Register with the introduction of biometric passports. Therefore, the
same information will be on the National Identity Register that has
hitherto be on the National Passport Register". What Brett presumably
meant to say was that if people voluntarily renew their passport and get
a new biometric passport then their information will, without their
consent, be entered into the National Identity Register which will
contain 49 pieces of information, substantially more than is currently
on the passport database. Just a slip of the tongue?

*+ Henry Porter's new novel explores the surveillance/database state +
*Observer journalist Henry Porter's new novel 'The Dying Light' has been
published by Orion books. The novel is a thriller set in "the
police-state that the UK is about to become". In an interview published
on the book's website Porter says: "I am really interested in political
corruption, and the way governments argue to themselves about what they
need to do to create better and more efficient government". The novel
tells the story of Kate Lockhart, a high-powered lawyer and former
secret agent, who becomes embroiled in the efforts of a paranoid state
to cover up a scandal after she attends the funeral of her friend and
former lover David Eyam. A legacy left her by Eyam threatens devastating
consequences not just for her, but for the government, which will use
its considerable powers to stop it being revealed. The book is on sale now.

*In recent weeks we have reported on photo ID requirements to travel to
Orkney by ferry. A reader has pointed out that one of the two ferry
companies serving Orkney does not require photo ID. NorthLink Ferries
has required all passengers aged 16 years and over to be in possession
of photographic ID since 1st May 2008 but rival ferry company Pentland
Ferries is ID free! On their website Pentland Ferries proudly boasts:
"Photo id is not required to sail or book with us".

NO2ID does not have fringe meetings at any of the main party conferences
this year, but we will be aiming to leaflet delegates in order to
complement an advertising campaign in the political magazines that are
distributed to delegates. Phil Booth (national.coordinator at no2id.net)

October) and in Brighton for the Labour Party Conference (27th September

The UK Identity and Passport Service (UKIPS) is setting up public panels
around the country to get the views of members of the public as they
build the "National Identity Service". The UKIPS website states that
"Independent scrutiny is vital to the success of the National Identity
Service (NIS)". Apparently they want to "put the public at the heart of
our service" and are "committed to making sure that the way we work is
completely transparent and that people, businesses and the Government
know their rights and responsibilities". Public panels will be made up
of 11 members, and will meet for half a day up to three times a year.
The aim is to "produce an Identity Rights Charter. This will set out the
rights and responsibilities people, businesses and the Government have
under the NIS". Recruitment for the first two regional groups (in the
North and South of England) started on 12th August. To join a panel you

The scientist behind DNA fingerprinting has called for a change to the
law governing DNA databases on the 25th anniversary of his discovery. He
renewed his calls for the government to change the law governing the
UK's DNA databases - particularly the practice in England and Wales of
keeping the DNA profiles of thousands of people who have neither been
charged nor convicted.

Identity cards have sent government spending on City experts and
consultants rocketing to £140million, figures revealed yesterday. It
represents a 46% rise on the £96million of taxpayers' cash the Home
Office spent in the previous 12 months. Officials admitted much of the
work was on the controversial ID cards scheme with PA Consulting, the
firm most heavily involved, paid £24.5million, up from £8.4million.

Privacy advocates have reacted angrily to reports that the government
plans to link national identity records to criminal records for

square itself at 2pm to set up shop; feel free to join us to lend a hand

*+ 10th October - Manchester-wide Street Stalls +*
Saturday 10th October, we will be running a series of street stalls
around the wider Manchester area. These will be encouraging people we
wouldn't normally reach in centres like Stockport, Salford and Oldham to
get involved with the campaign. The idea is an out-reach activity that
will help generate attention amongst the wider North-West and draw
people into our campaign; and the following weekends activity.

*Saturday 17th October, we will be holding a series of stalls in the
city centre. Aiming to get setup from 12pm. From 1pm once the stalls are
established we will create a drop-in centre for new activists in the
Friends Meeting House. This centre will be giving out practical advice
on what people can do themselves to oppose ID cards. People who turn up
will then be able to collect leaflets and materials to distribute, and
if they wish pop along to one of the stalls in the centre to join in
straight away with the campaign. I know some groups have also planned
some other attention grabbing activities too that they will be carrying
out!

Saturday 17th October at 3.30pm a public meeting will be held in the
Friends Meeting House main hall, and following that meeting we will head
out to Albert Square for a mass burning of an ID card, and signing of
the pledge. This will be the accumulation of the two weeks' activity.
Following that we will decamp to a local drinking hole for an informal
social event.
If you are travelling a long way then the 17th September will be the
fullest day of activity, however if you can make it along for both or
can't do the 17th then any help on the 10th would be fantastic as the
more stalls we can put out the better. I promise to get something social
sorted out for anyone on the 10th so it's a bit of fun as well. I'll be
contacting people who have already been in touch personally about travel
and accommodation. If you are thinking of coming let me know so I can
provide you with the details.
A press release will follow, but it's a good opportunity to generate
excitement within your own group. I know already someone has likened it
to marking a kind of 'Jarrow March' moment in the progress of our campaign!

On Saturday 15th September it's the Norwich NO2ID street stall from
1pm-3pm at The Haymarket, Gentleman's Walk, so please come along for ID
card and database-related antics. Fresher or seasoned protester, anyone
welcome to say no to Big Bro! People are still frighteningly unaware
about what the government is doing, so it's up to us to tell them. See
